You go to the offending deviation's page and find the blue "Report Deviation" link at the bottom right-hand corner. After that, you select "Permission Issues" and just fill out the report as it instructs. :)

Very nice concept and a great execution. The contrast between on the one hand the colourful balloons and matching outfit and on the other hand the sad hunched pose and gloomy sky makes the image very interesting.
